UAE Raises Concerns Over Escalating Violence in Haiti

The United Arab Emirates (UAE) has issued a warning about Haiti being caught in a spiral of escalating violence, exacerbated by humanitarian crises, food insecurity, and climate change. Urgent measures need to be taken to address this situation.

During a United Nations Security Council meeting on the situation in Haiti, the UAE called for prioritizing efforts to confront the worsening instability and violence. This includes implementing sanctions and strengthening the capacity of the Haitian National Police. The UAE emphasized the importance of focusing on long-term political progress to achieve stability in the country, supporting the Haitian-led process, and backing the integrated United Nations Office in Haiti in its efforts to assist the Haitian government in achieving security and stability.

Amira Al-Hafeeti, Deputy Permanent Representative of the UAE to the United Nations, stated in a press release, “Haiti is facing a whirlwind of rampant and unprecedented violence, with gangs obstructing access to basic services and exploiting the acute food and water insecurity, the spread of poverty, and unemployment as they expand their operations in the country.”

She added that popular revenge groups have resorted to brutal acts, including disfiguring and burning individuals suspected of affiliation with these gangs. The situation has worsened due to the impacts of climate change and recent natural disasters, such as earthquakes and floods, exacerbating the humanitarian and food crises and further destabilizing the country.

The urgent need for immediate and decisive action to address the security situation in Haiti was emphasized in the report of the Secretary-General of the United Nations on the Integrated United Nations Office in Haiti. This clear conclusion was drawn from the Secretary-General’s recent visit to Haiti earlier this month.

The UAE stressed the importance of addressing the worsening instability and violence in Haiti. In October of last year, the Security Council took a significant step by establishing a sanctions framework targeting criminal gangs and their financiers who contribute to the country’s suffering. It is crucial for the Council to fully utilize this important tool in implementing sanctions measures by including individuals and entities that meet the inclusion criteria.

Moreover, it was recognized that a comprehensive response should include strengthening the capabilities of the Haitian National Police to address the alarming reports of violence, particularly crimes related to sexual and gender-based violence, and ensuring accountability for perpetrators. Continuous discussions in the Security Council on the best ways to address the security situation in Haiti were highlighted.

The UAE pledged to continue engaging constructively in these discussions, including those related to the renewal of the mandate of the United Nations Integrated Office in Haiti. The UAE expressed full support for the office’s efforts in supporting security and stability in the country. The statement also underscored that long-term stability in Haiti cannot be achieved without progress on the political front, which requires the support of the United Nations and the international community for the Haitian-led process. The UAE commended Haiti’s ongoing efforts to expand the scope of comprehensive political dialogue and implement the National Consensus Agreement.

Simultaneously, it emphasized the necessity of constructive participation from all national actors in Haiti to facilitate this dialogue. The important role of the Caribbean Community (CARICOM) and the commendable efforts of the Core Group, including the High-Level Personalities Group, in supporting dialogue among Haitian parties and assisting them in facing key challenges, including the electoral process and security support, were recognized. Regional involvement was emphasized as essential to achieving peace and stability in Haiti.
