The Saudi Ministry of Human Resources and Social Development announced updates to the regulations governing temporary work visas for Hajj and Umrah services, according to the Saudi Press Agency (SPA).
Approved by the Saudi Cabinet on Tuesday, the updates aim to offer more flexibility to the private sector, helping businesses align visa requirements with labor market demands and fostering a more attractive work environment.
One key change is the renaming of the seasonal work visa to the “temporary work visa for Hajj and Umrah services.” The grace period for these visas has been extended, running from mid-Shaban until the end of Muharram (approximately Feb. 14 to July 25). Additionally, the regulations now expand visa eligibility for businesses operating during the Umrah season.
The new rules also enhance transparency by establishing clear timelines for visa procedures, and they emphasize protection for both employers and employees by requiring signed contracts and medical insurance before visa issuance through Saudi embassies and consulates.
Penalties will be introduced to prevent misuse of temporary visas, and businesses will enjoy greater flexibility with the ability to extend visas for an additional 90 days. The endorsement requirement for visa issuance has also been removed, streamlining the process.
These amendments are set to take effect 180 days after their approval, allowing businesses time to adapt while ensuring smooth operations during the Hajj and Umrah seasons.
