Strategy Index, a ranking conducted by Tortoise Intelligence, which assesses over 60 countries worldwide. Germany secured the second position, followed by China. The index evaluates more than 100 criteria across seven indicators, including government strategy, research and development, capabilities, infrastructure, operational environment, and trade. Saudi Arabia excelled in the Governmental Artificial Intelligence Strategy Index, earning the first place, and secured the 31st position in the overall Tortoise ranking. Tortoise is a global company with an international advisory board composed of experts in artificial intelligence from around the world.

The Kingdom achieved a perfect score of 100% in several key criteria, including the presence of a dedicated and approved national strategy for artificial intelligence, the existence of a specialized government entity for artificial intelligence, dedicated funding and budget for artificial intelligence, and the establishment and monitoring of national targets related to artificial intelligence.

Saudi Arabia has shown early interest in artificial intelligence, as evidenced by the establishment of the Saudi Data and Artificial Intelligence Authority (SDAIA) through a royal decree in 2018. SDAIA serves as the national reference for the regulation, development, and governance of data and artificial intelligence. Led by the Crown Prince, Mohammed bin Salman bin Abdulaziz, who is also the Chairman of the Board of Directors of SDAIA, the authority is aligned with the national vision and goals of Saudi Arabia’s Vision 2030.

SDAIA has spearheaded the national direction for data and artificial intelligence, aiming to fulfill the aspirations of Crown Prince Mohammed bin Salman and the targets outlined in Saudi Arabia’s Vision 2030. The authority has developed the National Strategy for Data and Artificial Intelligence to unify efforts and launch national initiatives in the fields of data and artificial intelligence, aiming to maximize their optimal utilization.

Saudi Arabia’s achievement aligns with its ambition to secure a prominent position in global indices across various sectors, in line with the goals of Vision 2030. The Kingdom’s first-place ranking in the Governmental Artificial Intelligence Strategy Index underscores its commitment to harnessing the potential of artificial intelligence for the betterment of society and economic progress.
