CIA Director William Burns announced on Saturday that US President Joe Biden’s proposal for Gaza includes a three-phase plan, ultimately leading to a cease-fire and hostage exchange.

Burns, speaking alongside British MI6 Chief Richard Moore during a “Financial Times” event, emphasised that they are working with mediators to establish a viable proposal for Gaza.

While Burns expressed hope for a near-term agreement, he cautioned that success remains uncertain, stressing that reaching an agreement is the only option to secure the return of hostages.

He highlighted the heavy toll the war has taken on Gaza’s civilian population, urging political will from both Israel and Hamas to finalize a deal.

Moore pointed to Iran’s support for Hamas, underscoring its role in the October 7 attacks, and emphasised efforts to counter Iran’s destabilizing influence in the Middle East.

Burns also noted that defeating Hamas requires combating its ideology with a stronger narrative.

In a joint statement, Burns and Moore acknowledged that both intelligence agencies have been working tirelessly through diplomatic channels to push for restraint and de-escalation.

The call for a cease-fire, published in the “Financial Times,” argued that a truce could end Palestinian suffering, save lives, and return hostages held for over 11 months.
