The report of Libya’s Administrative Control Authority (ACA) for the year 2022 has unveiled a multitude of violations and incidents of corruption within the performance of the National Unity Government, led by Prime Minister Abdul Hamid Dabaiba, as well as several ministries under its purview.
According to the report, the unity government operated without an annual plan throughout 2022, which contravened proper governance protocols.
Additionally, funds were allocated from emergency expenses in violation of the law, and the Cabinet purchased vehicles amounting to 40.5 million dinars under the guise of development.
Among the highlighted violations, the report emphasised the Ministry of Foreign Affairs’ delay in settling the accumulated debts owed by the Libyan state to international organizations, surpassing $49 million.
Furthermore, it identified instances where financial controllers failed to return to work within the country after the expiration of their assigned period, yet continued to receive salaries.
Additionally, some employees were granted extensions for work abroad in violation of legal requirements.
The report also shed light on the Ministry of Foreign Affairs’ poor performance in managing international organizations both administratively and technically. This deficiency was attributed to the lack of specialized personnel, incomplete and insufficient databases, and the failure to participate in international seminars and conferences.
