President Joe Biden of the United States expressed his view that the Israeli military response in the Gaza Strip to an attack launched by Hamas “crossed the line.”

Speaking to reporters at the White House, in what stands as one of his harshest criticisms to date of Prime Minister Benjamin Netanyahu’s government, Biden stated, “I see, as you know, that the response behavior in the Gaza Strip has crossed the line.” Biden reminded of the efforts he has made since the beginning of the war to alleviate its impact on civilians, pointing out that he is working towards achieving a sustainable ceasefire. “I am now pressing hard for this ceasefire linked to the hostages… There are many innocents who are starving, and many innocents who are living in distress and dying, and this must stop,” he said.

Israel launched its offensive following an attack by Hamas militants on its southern region on October 7, claiming it resulted in 1,200 deaths. Meanwhile, the Israeli war on Gaza has led to over 27,000 Palestinian casualties, according to the Gaza Health Ministry, with concerns that thousands may be buried under the rubble. Since then, there has been only one week-long truce in November.

Since the Hamas attack on Israel on October 7, the U.S. has demonstrated significant support for Israel, emphasizing the right and responsibility of Israel to defend itself while also navigating concerns regarding the humanitarian situation in Gaza. A notable development in this context is the U.S. House panel’s recommendation of $17.6 billion in new military assistance to Israel as it continues its conflict with Hamas. This legislation, aimed at bolstering Israel’s defense capabilities, includes funds to replenish Israel’s missile defense systems, procure advanced weapons systems, and produce additional artillery and other munitions. Some of this funding is also designated to replenish U.S. arms previously supplied to Israel following the Hamas attack​​.

However, the stance of the U.S. has evolved over time, especially in light of the escalating civilian casualties in Gaza and the international calls for a humanitarian response. Initially, President Biden and his administration offered unwavering support to Israel, with a focus on Israel’s right to self-defense in the aftermath of the Hamas attack. This approach included a robust show of solidarity, including military support. Yet, as the situation developed, the administration shifted its tone to emphasize the need to protect Palestinian civilians and to advocate for a humanitarian pause in Israel’s attacks, allowing for aid delivery and civilian safety​​.
