UN Security Council adopted Resolution 2715, marking a significant change in international operations in Sudan. The resolution, passed with 14 votes in the 15-member council, with Russia abstaining, signals the end of the mandate for the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS).
According to a statement from the Security Council, the resolution mandates an immediate halt to UNITAMS’ operations starting December 4, 2023. The transition of responsibilities to various United Nations agencies, programs, and funds is aimed at completing the process by February 29, 2024. This move highlights a strategic shift in the UN’s approach towards Sudan, focusing on a more integrated and sustainable model of support.
Starting March 1, 2024, the liquidation process of the mission will begin. The resolution calls for financial measures in collaboration with the United Nations Country Team to oversee the remaining activities initiated by UNITAMS. This includes the Integrated Mission Support Unit, emphasizing the UN’s ongoing commitment to Sudan during this transitional phase.
UNITAMS was established to assist in Sudan’s transitional period, particularly after the ousting of long-time leader Omar al-Bashir in 2019. The mission played a crucial role in facilitating political dialogue and supporting peace processes in the region. It also aided in humanitarian and developmental assistance, reflecting the multifaceted challenges Sudan has faced during its transition.
The UN spokesperson, Stéphane Dujarric, confirmed receiving a letter from the Sudanese government, declaring an immediate end to UNITAMS. The Sudanese government pledged constructive cooperation with the UN Security Council and the UN Secretariat for a mutually agreed new framework.
The resolution recognizes the efforts made by UNITAMS since its inception and refers to a letter from the Sudanese government to the President of the Security Council requesting the end of the mission’s mandate. It emphasizes the significance of UN agencies, funds, and programs, stressing the need for an organized transition and liquidation process of UNITAMS.
