UN Chief Emphasizes Need to Reform Global Financial System

Antonio Guterres, the Secretary-General of the United Nations, underscored the imperative of restructuring the current global financial system to guarantee the achievement of the Sustainable Development Goals (SDGs) by 2030.

According to the United Nations Media Centre, Guterres alluded to three unprecedented meetings centered on global public health slated for next week: the Ministerial Meeting on Epidemic Preparedness, the Ministerial Meeting on Comprehensive Health Coverage, and the Ministerial Meeting on Tuberculosis.
Highlighting that comprehensive health coverage is pivotal to the UN’s core goals, he stressed the urgent need to amplify the resources and capabilities of the World Health Organization (WHO).

Guterres also unveiled a plan intending to galvanize the SDGs with a substantial financial push of $500 billion to assist developing countries, ensuring they have the requisite resources to achieve these targets.

Shifting the focus to climate concerns, the UN Secretary-General remarked that the 2023 Climate Ambition Summit would provide nations, corporations, and civil societies an avenue to intensify their endeavors in countering climate change. The summit is also envisioned as a platform for those at the “front lines” of climate action, facilitating an exchange of best practices.

Raising an alarm, Guterres warned of global temperatures potentially soaring between 2.6 to 2.8 degrees Celsius by the century’s end. He emphasized the criticality of revisiting the objective of capping the temperature rise to 1.5 degrees Celsius above pre-industrial levels. While challenging, Guterres was optimistic, asserting, “It’s still attainable if the necessary political will is mobilized, but there’s much work to be done.”

The Sustainable Development Goals (SDGs) are a collection of 17 global goals set by the United Nations General Assembly in 2015. These targets, expected to be achieved by 2030, encompass various sectors including health, education, gender equality, and climate action.

The call for financial restructuring to achieve these goals stems from the challenges faced by many nations, particularly developing countries, in mobilizing resources and infrastructure for SDG initiatives. The emphasis on health and climate change, in particular, reflects the global crises and the urgency to address them effectively.

This practice faded after World War II, as the need for large-scale mobilization decreased. The Ukraine war has revived this practice. Russia’s Wagner militia started recruiting convicts shortly after its invasion began to falter. Moscow continued the practice even after Wagner's leader, Yevgeny Prigozhin, rebelled against military leadership and died in a plane crash last year. Ukraine’s program differs in some respects. Those convicted of certain crimes, such as sexual violence, fatal traffic accidents, and particularly cruel murders, are ineligible. This policy, stated by Deputy Justice Minister Оlena Vysotska, contrasts with Russia’s approach, where prisoners are often promised expunged records after service. In Ukraine, their criminal records will remain.
