The Libyan Presidential Council affirmed on Monday the necessity of forming a government of national competencies that will lead the country to presidential and legislative elections and conduct a comprehensive national dialogue without excluding anyone. This was reinforced during a meeting with the Vice President of the Presidential Council, Musa Al-Koni, at the Council’s headquarters in the capital, Tripoli.

The Task Force underlined its commitment to national constants, the civility of the state, and the peaceful transfer of power. It called upon the Presidential Council to take initiative as the Head of State, the Supreme Commander of the Army, and the legitimate authority in choosing the head of a government that supervises the elections, in accordance with the Libyan political agreement and the understandings of Berlin and Geneva.

These agreements have changed the governance system in Libya from a parliamentary to a presidential and then to a semi-presidential system, indicating that neither the House of Representatives nor the State Council have a role in choosing the head of the government for the upcoming elections, as per democratic norms followed globally.

The National Task Force pointed out that the Presidential Council has a legal and moral responsibility to end the chaos in which the country is currently mired. It should take decisive action in consultation with the United Nations mission and the international community, pressuring towards the formation of a high-level committee in preparation for completing the presidential and legislative electoral entitlements for the unity of the country.

This is aimed at keeping the specter of war at bay, liberating it from the dominance of foreign forces and foreign mercenaries, restoring the violated sovereignty of the Libyan state, repairing its social fabric, and holding accountable those who have corrupted the political, security, and military scene or misused their position or squandered public money for purposes other than intended.
