The United Nations mission in Libya announced on Friday that it has reached an agreement with key actors in the Libyan arena to draft and develop a code of conduct to regulate cooperation and interaction between security and military institutions.
According to the mission’s statement, representatives of the Libyan National Army’s General Commander Khalifa Haftar, the Government of National Unity headed by Abdul Hamid Dbeibah, the Ministries of Defense and Interior, and the National Project for Rehabilitation and Reintegration, along with representatives from 15 military and security institutions, met in Tunis on May 30-31 to discuss a joint code of conduct.
Stephanie Khouri, Acting Head of the United Nations Support Mission in Libya (UNSMIL) and Deputy Special Representative of the Secretary-General, chaired all the workshop sessions.
During the meeting, Khouri and the participants discussed the proposed draft of the code of conduct, which aims to establish clear rules for cooperation among the various parties to ensure the security and stability of the state. She expressed optimism that this agreement would open new avenues for dialogue and cooperation, stating that “good governance requires well-organized and effective security institutions to support the rule of law and achieve the well-being of citizens.”
The UN mission expressed its determination to continue working closely with all Libyan parties to follow up on the implementation of the agreed-upon measures and provide the necessary support to ensure tangible progress toward achieving peace and stability in the country.
