UN High Commissioner for Human Rights, Volker Türk, expressed deep concern over the severe impact of escalating violence in El-Fasher, Darfur, involving the Sudanese Armed Forces and the Rapid Support Forces along with their allied groups.
The conflict has resulted in significant civilian casualties, with reports indicating at least 58 people killed and 213 injured in the North Darfur town since last week.
Amidst growing tensions in El-Fasher and the broader unrest throughout Sudan, Türk engaged in urgent discussions this Tuesday with Lt-General Abdel Fattah Al-Burhan, head of the Transitional Sovereignty Council and Commander of the Sudanese Armed Forces, and General Mohamed Hamdan Dagalo, Commander of the Rapid Support Forces. He pressed both leaders to take immediate and public actions to de-escalate the conflict.
The High Commissioner called for both commanders to abandon entrenched stances, halt the fighting, and prioritize civilian protection, in accordance with their obligations under international human rights and humanitarian laws. This plea aligns with the commitments outlined in the Jeddah Declaration signed in May 2023.
Türk also highlighted the dire situation in El-Fasher, where over 1.8 million residents and displaced individuals are trapped and facing an imminent famine threat, potentially leading to dire humanitarian outcomes and escalating intercommunal conflicts.
He reminded both military leaders of their legal duties to adhere strictly to the principles of distinction, proportionality, and precaution in warfare. Türk emphasized the necessity for ending any ongoing violations and ensuring accountability for any breaches of international laws committed by their forces and allies.
Additionally, he urged both leaders to vigorously pursue a peaceful resolution, including resuming ceasefire talks promptly, and to improve the delivery of humanitarian aid in territories controlled by their forces.
The last in-person dialogue the High Commissioner had with the two commanders was during an official visit to Sudan in November 2022.
