3-Step Chinese Initiative Aims to End Gaza War

After facilitating reconciliations among Palestinian factions this week, resulting in a unity agreement between Hamas and Fatah, China has revealed details of its three-step initiative aimed at resolving the conflict in Gaza.

The Chinese Foreign Ministry, in a statement issued on Tuesday, explained that the initiative provided to the factions concludes with full membership for Palestine in the United Nations.

The “Beijing Declaration,” signed by the factions in the Chinese capital, also included an agreement on the unity of all factions under the Palestine Liberation Organisation (PLO).

This development followed the announcement by Chinese Foreign Minister Wang Yi, who stated during the signing of the “Beijing Declaration” that a key point was the agreement on forming a temporary national reconciliation government to manage Gaza post-conflict.

Palestinian factions met and conducted reconciliation dialogues in Beijing from July 21 to 23, according to China Central Television.

The broadcast confirmed that both movements signed the “Beijing Declaration” concerning reconciliation dialogue.

Social media posts added that leaders from both the Fatah and Hamas movements would meet with media representatives in Beijing today, Tuesday, in the presence of Foreign Minister Wang Yi.

It was disclosed that a total of fourteen Palestinian factions would attend the meeting.

In an interview with Al Arabiya/Al Hadath on Tuesday, Fatah spokesman and Mobilisation Commission official, Abdulfattah Dalah, stated that the movement genuinely wishes to turn the page on a dark chapter in Palestine’s history.

He noted that although the Palestinian division has not yet ended, the factions are making serious strides towards reconciliation.

Dalah emphasised that the current priority is to stop the war in Gaza, followed by discussions on the aftermath.

He revealed that there are differences in views with Hamas regarding international legitimacy decisions, pointing out that while Fatah agrees with Hamas on the general frameworks of international resolutions, there are disagreements in the wording.

Meanwhile, Fatah spokesman Osama al-Qawasmi remarked in an interview with Al Arabiya on Tuesday that Hamas has matured in its thinking towards Palestinian unity.

He announced that the factions had agreed to form a government that would include both the West Bank and Gaza Strip.

Al-Qawasmi expressed cautious optimism following the agreement signed in China, emphasising that the current focus is on pressuring for a ceasefire in the besieged sector.

He believed that the prevailing conditions would shape the formation of a reconciliation government, stressing that the developments in Palestinian territories have contributed to the maturity of the agreement with Hamas.

On the other hand, Hamas leader Musa Abu Marzouq declared that the movement had signed a “national unity” agreement with Fatah and other Palestinian factions during the meeting in China.

Abu Marzouq emphasised that unity is the path forward to complete the journey, stating, “We adhere to national unity and call for it.”

It is noted that on Tuesday, Hamas agreed with Fatah to end the division and work together to form a temporary national unity government to manage both the West Bank and Gaza Strip, as per the “Beijing Declaration” signed by the movements with China’s sponsorship.

Israel immediately responded by attacking President Mahmoud Abbas for signing an agreement with Hamas, then reiterated its threats to end it, according to its statement.

Meanwhile, the Israeli war on Gaza has resulted in at least 39,090 casualties over more than nine months.
