Heba Hagras, the United Nations Special Rapporteur on the Rights of Persons with Disabilities, has voiced deep concern over the “severe suffering” and poor health and living conditions faced by disabled individuals in conflict and crisis regions.
In a dialogue with United Nations News, Hagras stressed the importance of peaceful, humanitarian solutions and inclusive dialogue for protecting human rights.
Marking the International Day of Persons with Disabilities on December 3, the independent UN expert expressed solidarity and profound sorrow for the plight of disabled persons globally.
She also discussed her office’s role in collaborating with humanitarian organizations in crisis zones like Gaza and others affected by climate change, to ensure disabled people’s needs are addressed in aid efforts.
Appointed as the Special Rapporteur in November 2023, Hagras prioritized sudden adverse changes impacting disabled persons.
She highlighted the lack of specialized relief for the disabled during climate disasters, attributing this not to relief organizations’ negligence but to a lack of consideration for specific needs in such crises, including armed conflicts.
Hagras emphasized the inclusion of disability issues as a primary goal within the Sustainable Development Goals, rather than as a secondary or developmental outcome measure.
