Dr. Mostafa Madbouly, the Egyptian Prime Minister, emphasized that the government is committed to continuing Egypt’s strategic balancing policies amidst international polarization. In his address to Parliament on Monday, he highlighted Egypt’s ongoing leadership role within a multilateral framework and political and regional groups to defend Egypt’s interests on the global stage. Madbouly stressed that Egypt is making significant efforts to address regional challenges and to halt the Israeli war on Gaza.

In his speech presenting the new government program, Madbouly stated, “Considering that Egypt’s water, food, energy, and cyber security are integral to national security, this focus includes efforts to protect Egypt’s water security through enhanced bilateral cooperation with Nile Basin and Horn of Africa countries, and ensuring Egypt’s share of Nile waters is not compromised. This also involves reducing water waste, rationalizing irrigation water use, and protecting water resources from pollution. Additionally, we aim to bolster food security by increasing strategic crop reserves, improving agricultural product quality, and developing livestock, poultry, and fisheries.”

He continued, “Regarding energy security, we will work on securing and diversifying conventional and renewable energy sources, improving energy efficiency, and developing infrastructure and energy transmission networks, including regional networks with neighboring countries. Our goal is to reinforce Egypt’s position as a regional energy hub and develop our mineral and petroleum wealth, along with the petrochemical industry.”

Madbouly reaffirmed Egypt’s dedication to enhancing its soft power and international image through cultural, media, and communication fields. The government is committed to strengthening national culture and identity, renewing religious discourse, and deepening cultural and creative awareness.

He added, “The government is dedicated to strengthening Egyptian-Arab relations with Gulf countries, the Levant, and the Maghreb, as well as neighboring countries, both bilaterally and through the Arab League. This is vital for maintaining the strategic importance of these relations and safeguarding Arab national security. We aim to participate actively in regional balancing efforts and mediation roles, thereby establishing Egypt as a key player in the regional scene.”

Madbouly also emphasized the importance of enhancing Egypt’s international strategic partnerships and its involvement in recently joined international groups and alliances. “Joining these groups and alliances boosts Egypt’s global stance, creates new opportunities for cooperation in economic, political, and social fields, supports sustainable development, improves the national economy, and provides new job opportunities. It also facilitates the exchange of expertise and technology, enhancing national capabilities to face growing global challenges.”

Building a Resilient Economy

Dr. Mostafa Madbouly outlined that building a resilient economy capable of withstanding rapid global changes and fostering sustainable growth is a key focus of the government’s program. He noted, “The past period has seen the Egyptian economy withstand numerous external and internal crises, which we have managed to overcome through structural reform programs and policies supporting the investment climate.”

Madbouly stated, “We aim to achieve a growth rate of 4.2% in the first year, with average growth rates exceeding 5% during the program period. This includes a greater role for the private sector in generating output and creating jobs, promoting inclusive growth that provides decent employment opportunities, and integrating the informal economy into the formal economy. Our goal is to build a competitive, knowledge-based economy and prevent monopolistic practices.”
