EU Support Ukraine with €5 Billion

The European Council has decided to increase the financial ceiling of the European Peace Facility by 5 billion euros at current prices, allocating this additional amount to Ukraine through the establishment of a dedicated Ukraine Assistance Fund (UAF) within the Facility.

The EU’s High Representative for Foreign Affairs and Security Policy, Josep Borrell, commenting on this development, stated, “The European Union is fulfilling its commitments. The establishment of the Ukraine Assistance Fund turns our words into actions. Through this fund, we will continue to support Ukraine in defending itself against Russian military operations with everything it requires and for as long as needed.”

A press release issued by the European External Action Service on Tuesday explained that “the newly established EU’s UAF will allow for the continuation of support for the evolving needs of the Ukrainian armed forces by providing lethal and non-lethal military equipment and training.”

The statement added that “UAF aims to maximize the added value of the European Union in terms of providing more operational support optimally for Ukraine and complementing the bilateral efforts between the EU member states, focusing on increasing joint purchases from European and Norwegian defense industries.”

The European Union (EU) has demonstrated strong and united support for Ukraine in the face of Russia’s invasion that began on February 24, 2022. The EU has condemned Russia’s military aggression and annexation attempts of Ukrainian territories, imposing restrictive measures intended to severely impact Russia’s economy and capabilities. Since the invasion, the EU has provided a comprehensive package of economic, humanitarian, and military support to Ukraine, totaling over €88 billion. This support aims to bolster Ukraine’s economy, society, and future reconstruction efforts. The EU’s commitment to Ukraine is unwavering, with an emphasis on standing with Ukraine for as long as necessary to ensure its sovereignty and territorial integrity are respected​​.

In addition to financial and military assistance, the EU has taken significant steps to further integrate Ukraine within its structures. A notable development is the EU taking Ukraine closer to membership, a move hailed by Ukrainian President Volodymyr Zelenskiy as a historic step toward strengthening the EU with Ukraine as its member. While formal accession talks, which are expected to start next year, are a lengthy process and require meeting extensive legal and economic criteria, the EU’s readiness to consider Ukraine’s membership reflects its commitment to supporting Ukraine’s sovereignty and reforms even amidst the ongoing conflict. The recommendation for membership also extends to Moldova, indicating the EU’s broader strategy towards ensuring stability and integration of its Eastern neighbors​​.

Despite broad consensus, there have been divergent views within the EU regarding the level of support for Ukraine. Most EU leaders backed increasing financial support to Ukraine, but Hungary and Slovakia expressed reservations. The EU proposed that its member countries contribute more funds to finance additional spending through 2027, including extending €50 billion in new aid to Kyiv. The overarching sentiment among EU leaders is one of continued strong support for Ukraine, emphasizing the importance of financial, economic, humanitarian, military, and diplomatic backing for as long as necessary​​.
