In a decisive move, the European Parliament has endorsed a resolution to amend the EU budget for the years 2021-2027, paving the way for the establishment of a dedicated €50 billion Ukraine Facility. The proposed revisions, which encompass various aspects, were approved by a substantial majority, with 393 votes in favor, 136 against, and 92 abstentions.
The resolution emphasizes a focus on addressing the far-reaching consequences of Russia’s aggressive actions against Ukraine. Additionally, it aims to bolster the EU’s open strategic autonomy and sovereignty while ensuring the Union possesses the necessary flexibility to respond effectively to crises.
This development follows earlier decisions by the European Parliament to support increased allocations for defense within the EU budget for the upcoming year. The move is part of broader efforts to fortify the defense industry and assist member countries in modernizing their armaments.
A key element of this strategy is the introduction of the European Defence Industrial Development Programme (EDIRPA), a short-term instrument agreed upon with the EU Council in late June. The EDIRPA is designed to address immediate defense needs while concurrently supporting Ukraine. Its implementation is expected to enhance the efficiency and competitiveness of European manufacturers in the global defense landscape.
To fund this initiative, the European Parliament and the Council have allocated a budget of €300 million. The EU’s contribution will constitute up to 20% of the anticipated value of joint procurement contracts for each consortium of member states and associated countries.
The collective decisions underscore the European Union’s commitment to strengthening its role in defense matters, responding robustly to regional challenges, and offering support to Ukraine amidst geopolitical tensions.
